区域经济发展差距:新经济地理、要素流动与经济政策

改革开放后,中国区域经济发展差距主要表现为区域间差距的扩大,而非区域内部差距的扩大。这一现象的发生是多方面原因共同作用的结果:在新经济地理因素的影响下,具有区位优势的东部沿海地区吸引了中西部地区大量的生产要素进行跨区域流动,加上中央政府的政策导向作用,使得中国经济发展差距呈现出逐步扩大的趋势。因此,中央政府应该采取有力措施,以便在全国形成合理的区域分工,进而达到缩小区域经济发展差距的目标。     

证券投资基金“老鼠仓”问题研究

所谓"老鼠仓"是指庄家在用公有资金拉升股价之前,先用自己个人的资金在低位建仓,待用公有资金拉升到高位后个人仓位率先卖出获利.它实质上是利用内幕信息进行违规的利益输送问题,是一种损害证券投资基金持有人利益的不道德行为.主要针对"老鼠仓"形成的原因进行了分析,并提出构建"老鼠仓"防火墙的对策措施.     

Domestic Support and Border Measures for Processed Horticultural Products

In horticultural markets, trade barriers often apply to the processed products whereas domestic support applies to farm-produced raw commodities. Here we assess the effects of such trade barriers and domestic support by simulating the effects of policy reform on global processing tomato markets, which are faced with modest processed product tariffs and high domestic support in the European Union (EU). Both protection and EU subsidy drive down world welfare, but we find that reducing import tariffs for tomato products would yield greater effects on markets and larger welfare impacts outside Europe than would reductions in EU domestic support.     

浅议中央银行沟通策略的选择

近十多年来,中央银行货币政策操作逐步从隐秘性转向开放和透明.中央银行与公众之间,不仅沟通内容日趋丰富,而且沟通渠道更加多样化.为了保持沟通的连贯性和一致性,提高沟通的有效性,中央银行必须实施明确的沟通策略.     

International interest rates and US monetary policy announcements: Evidence from Hong Kong and Singapore

This paper investigates the responses of market interest rates to US monetary policy announcements for the US and two emerging economies, Hong Kong and Singapore which are similar on many respects but have experienced opposite exchange rate regimes in the last twenty years. Our results, based on market expectations extracted from federal fund futures rates, document that FOMC announcements significantly affect the term structure of interest rate in the US and both Asian countries. Further, international interest rate differentials around FOMC meeting dates tend to be negative for short maturities with the impact gradually dissipating as bond maturity increases. Finally, for the case of Singapore, we find that domestic interest rates react to both external and domestic monetary policy announcements with a magnitude that is larger over the full bond maturity spectrum for domestic announcements. These results are robust to time-varying futures risk premia and alternative measures of interest rates expectations.     

从美国公司财务假帐丑闻看公司治理和社会制约的完善

美国公司财务假帐频繁产生的原因有：公司管理制度和公司治理结构方面的变化对企业的约束力下降在社会中介机构的独立审计制度下部分中介机构与造假公司同流合污，法律制度的缺陷与不完备，以及政府对企业投资银行和征券行业的监管机制不健全等。有鉴于此，我国公司应建立、健全监音管理机制，并加强公司内部控制。

Stop and Go Agricultural Policies with a Land Market

This article studies the design of farm policy in the presence of asymmetric information about farmers' productivity, a government objective to insure farmers a minimum "parity" income, an endogenous land rent, and diminishing returns on alternative (nonprogram crop) land uses. In this setting, acreage set asides are never part of an optimal farm policy, although compensated acreage limits are. When there are new farmer entrants who cannot be excluded from farm programs, optimal policy takes the form of a pure voluntary acreage limitation—or "buyout"—program in which high-cost producers participate and low-cost producers do not.     

试论货币政策与银行监管的协调运行

货币政策和银行监管是我国中央银行的两项重要职能 ,货币政策与银行监管两者的关系是既相互独立 ,又相互联系 ,但是在现实中主要表现出独立性而甚少表现出协调性 ,因此 ,中央银行有必要加强货币政策与银行监管的协调配合。     

Regional job-turnover and industrial policy. a note on a potential time pattern of regional industrial policies and their job effects - the case of the german city-state of bremen

Many regions have experienced long-run economic fluctuations generated by the life cycles of their dominant industrial clusters. During the downswings in the 1970s and 1980s, proactive structural policies were typically launched in German regions to combat job losses in their core clusters and to create new jobs in new industries. With respect to the German State of Bremen, this paper provides empirical evidence of: (1) a long-run regional downswing; (2) the potential job effects of proactive regional industrial policy programmes in terms of increasing regional employment, by safeguarding jobs in the regional core industries and creating new jobs in new growth industries; and (3) a time pattern in the job effects, which are related to the different generations of programmes.
